Mariëtta Buitenhuis annotates Council of State decision on definition of sex business in municipal by-laws

Mariëtta Buitenhuis has added notes to a 22 April 2026 decision of the Administrative Division of the Council of State in a case over the failure by the Hague municipal council to act against websites promoting sex workers. The Council of State upheld the lower courts' rulings that the municipality was right not to act as the municipal by-laws do not define such websites as ‘sex businesses’.
