The article reconstructs the decision of the Municipality of Waadhoeke to delegate the realisation, leasing and operation of a refugee centre to the sister company of the municipality’s regular consulting agency. Commenting on the matter, Pieter Kuypers noted that the decision contravened established rules of procurement law. According to him, the involvement of the agency posed an apparent risk of conflicting interests, which should have been avoided.
