About Elise Noordhoek
Elise Noordhoek is an attorney-at-law at AKD, specialising in administrative law. She has in-depth expertise in the Dutch General Administrative Law Act (Awb) and administrative procedural law. Thanks to her extensive experience in this field, Elise is able to quickly get to the heart of complex legal matters and provide clients with clear and practical advice. Clients appreciate her sharp legal insight and the clarity of her written pleadings and opinions.
Elise regularly advises and litigates in enforcement and environmental law matters. Her work includes cases involving enforcement following drug dumping and chemical fires, as well as environmental permitting. She also advises water authorities on matters such as project plans (referred to as project decisions under the Environment and Planning Act), discharge permits, and the Water Framework Directive.
Elise has particular expertise in the Heat Act and the draft Collective Heat Act. She advises both heat companies and public authorities on related projects and represents parties in enforcement and permitting procedures before the Netherlands Authority for Consumers and Markets (ACM).
In addition to her practice, Elise serves as a deputy judge at the District Court of North Holland. In 2024, she successfully completed the Grotius postgraduate programme in General Administrative Law cum laude. She previously gained experience at the Council of State and the ACM.
