The Programme Law – which includes several key measures from the Government’s "Arizona" agreement – was adopted by Parliament on 17 July 2025.
In parallel, additional initiatives are being introduced through a separate “Miscellaneous Provisions” Bill, which is expected to be voted on soon, pending input from the Council of State.

This session will focus on the measures most relevant to HR directors, compensation & benefits specialists, and legal departments, offering a practical roadmap to anticipate and adapt to the upcoming changes.
With the Programme Law having been adopted, AKD is pleased to invite you to this session – part of our two-part seminar series – focussed on the most impactful HR-related measures stemming from the government agreement concluded by the “Arizona” coalition. These include key reforms in wage taxation, social security, and broader employment regulations. While some provisions have been adopted through the Programme Law just passed, others are still being shaped through ongoing legislative initiatives. All, however, are expected to bring significant change to the HR and employer landscape.

- Company car taxation: changes affecting hybrid vehicles
- Statute of limitations for tax investigation & assessment
From the Draft Bill introducing a “Solidarity contribution” (still subject to government negotiations):
- Capital gains tax on financial assets targeting individual taxpayers and certain legal entities “with the broadest shoulders”
